A contract let by the Acquisition Customer for an entire project. This type of contract is, therefore, distinct from all sub-contracts let by the Prime Contractor or any sub-contractor thereof. All money for the project tracks back to one or more Prime Contracts.
It is possible for a single sub-contract to trace to more than one Prime Contract, if the Acquisition Customer so directs the Prime Contractors. Usually, that arrangement will occur through some sort of ACA, but it may also arise by means of a directed solution or GFE.
It is also possible for a single sub-contract to trace to more than one project separately managed by one or more Acquisition Customers. This can get pretty sticky, and the subcontractor must carefully manage their budget and reporting in order to keep everybody out of jail.
