Requirements compilation is the practice of bringing order out of the chaos formed by having too many inputs, all of which purport to tell you what to do. As is usually the case, the subject was not really treatable in isolation from all other concepts. I had to carve off a significant chunk about technical requirements and complementation (here). Those two concepts are more broadly applicable than just to the compilation process, so needed to be addressed separately.
